Hi,
the lateral offset is the distance from the middle of the current lane
and the lateral speed is the amount by which this distance changed. Both
apply to the sublane model only and you can not set them directly but
influence them via the change sublane command (which changes the offset
if a change is possible) you mentioned and by setting the appropriate
vehicle type parameter like lateral alignment, lateral max speed and
lateral min gap.
