[sumo-user] command line not working

hello,
i am tying to learn sumo using command line but cmd is giving me the
following error. this is usually because of environmental variables
settings but i have checked and rechecked my paths and they seem to be
correct. i am reading "using sumo applications from the command line" and
am stuck here. no command seem o be working.
