[stp-dev] [EID] Extension point architecture

I've just marked https://bugs.eclipse.org/221489 as resolved -
there's a link to the wiki in the comments that points to some
overview documentation on the extension points themselves.

I've also added some new bugs! These are pieces of work that
need to be done that fell out of the refactoring process.
