I used to find this with some other components as well. Is there a more 
recent drop you can try to see if it gets you over the build? There 
would appear to be a maintenace build of 1.0.2. at:
http://www.eclipse.org/modeling/mdt/downloads/?project=uml2-ocl

BPMN guys can clarify later today if that's the best version to look at.
