Below you can find the output to run ' rmiregistry.exe 51199'; the por is used, but using netstat, its looks like there is no process using any port in the range 51100 – 51199 (see enclosed file). I have a doubt yet: Wher should I use the java property org.eclipse.statet.jcommons.rmi.registry.TcpPort? in the eclipse.ini file, or in the config.ini file?

Hi Fernando,
you can try to start the RMI registry at command line to check the error
message:
rmiregistry.exe 51199
The executable is included in your Java installation.
The StatET IDE uses by default a port in the range 51100-51199 for the registry. If all ports in this range are used by another application, you can specify another port or port range:
