[sparkplug-wg] Sparkplug specification v3.0.0 — Release candidate

Hi everyone. 

Wes Johnson announced the availability of a release candidate for the next version of the Sparkplug specification on the working group's Slack channel. Here is the relevant information.

A Sparkplug v3.0.0 release candidate is now available here:

At this point there are two known issues with the specification.
1. Chapter 9 (acknowledgments) needs to be completed
2. Eclipse license link needs to be updated before release: https://github.com/eclipse/sparkplug/issues/72
The TCK is now at 93% coverage of the assertions made in the specification. There is still a bit of work to do on the Tahu compatible implementations but they are coming along nicely as well.We are asking for any feedback on this version of the spec to be submitted in the next two weeks (before Friday Sept 30th). Anything discovered after that will likely not make it into the v3.0.0 Sparkplug Specification. If you find something that needs to be fixed, please create an issue ASAP here: https://github.com/eclipse/sparkplug/issues/

Please review the document as soon as possible. You can also validate your products against the TCK. This will ensure you are ready to submit your requests to get your products listed once the compatibility program is officially launched in a few weeks.
