Well, first of all this mailing list runs throughout the whole year. You can always come in contact with mentors through this, there is an ideas page on eclipse wiki too,

Here i would like to suggest the admins that they should also have list of current ideas people are working on in eclipse foundation even if not related to GSoC,

this can provide a direction to students to contact persons according to their individual interests. One can find even more ways all suggestions welcome.
