Per EF Project Handbook: "milestone and release candidate builds are
intended to be consumed by a limited audience to solicit, gather, and
incorporate feedback from leading edge consumers"
Thus IMO - it shall NOT land in maven central. Having it in a publicly
accessible staging repository - available to all projects - should
suffice.
