A committer election for Alexander Fedorov on project Eclipse TeXlipse™

Alexander Fedorov has volunteered to help get this project up and running
again so that it can avoid termination. Hes has contributed to a number of
Eclipse projects and is well known in the community. I do not think further
introduction is required.
