[science-pmc] Release Eclipse SWTChart

Hi folks,

Cydnie recommended to give some details why I'd like to create a release 
of SWTChart:

The source code has been successfully merged from Sourceforge and 
Eclipse EAVP, so it's time for a first release.
Moreover, RedHat people asked for an official release and GSoC 2019 
starts soon, where I'm a mentor for SWTChart:

That's why I have scheduled a release for April/Mai 2019.
