A committer election for Zachary Parks on project Eclipse XACC (science.xacc)

Zach Parks has made key contributions for the XACC project, including Gate
Model IR bug fixes, enhancements to the CMake build system for automatic code
formatting, and Doxygen documentation generation. Zach has contributed PRs,
73, 71, 67, 60, 59, and 50.
