Here are the exact eligibility requirements according to 13 C.F.R.

The company or companies must be owned 50% or more by US citizens or residents.

The problem is, especially WGs are not exactly full of small businesses.
The likes of Philipp (lablicate) are probably the only ones on that list safely considered "small business". Being a sole trader and Individual committer, mine is even a bit smaller.
Speaking of e(fx)clipse, maybe somebody like its authors at Tom Schindel's company could be interested to apply.It should also fall under small business.
