In order to contribute code to Eclipse, we need to have a
destination project. Is swt-xy-graph the project, or is there some
other home in mind?
The destination project can help with the CQ process. If we do
create a new project, then the project mentors (which are identified
as part of the project creation process) can help. I am, of course,
always around to help.

Torkild is correct, that not all code needs to be in an eclipse.org
repository. In general, you should only include code that you intend
to develop at Eclipse in an eclipse.org repository. Everything that
is distributed from Eclipse.org must go through the full IP due
diligence process. The IP process does have provisions that allow
third-party code that is not directly distributed from an
eclipse.org server to avoid the full due diligence process. This
normally takes the form of functionality that extends core
functionality (i.e. Eclipse project code has to be otherwise useful
without the library).

Note that the code does not HAVE to be in an Eclipse repository, which also implies that it's not part of an Eclipse project. It can be an external project, but in my understanding it would still have to be through the CQ process for it to be used. I consider this the less desirable option.
I also would like to add that it was great discussing these things. We should definitely continue at the next opportunity. Meanwhile the SIMA team will probably start working on a talk about marine operations, simulations, modeling, 3D and so forth ;-) And it would be great if we also get other talks from the Science IWG community. If we cannot get these into the official program we could still do shorter versions at one or more BoFs. I would certainly love to see what you all are up to.
