Yes, that's right. Gemini Web does not support Jetty. Jetty has its own OSGi standard web applications (aka "RFC 66") support independent of Gemini Web, so it's best to think of Jetty's RFC 66 support and Gemini Web as peers.
There are no plans to support Jetty in Gemini Web.
