I've just created a bug to track questions regarding the ranking mechanisms in bugzilla [1]. Please check out the description there, add yourself to the CC list, and send your questions regarding this particular GSOC to this bug.
I also would like to draw your attention to a long standing bug [2] that might be an interesting (and closely related to the ranking mechanisms) gsoc too. If you like, you could start with the subwords completion engine to get familiar with the code. Let us know (on the bug) if you have questions regarding the requirements.

My name is Paul and I’m student at Bialystok University of Technology (Poland). I have been contributing to open source projects and community for quite a while. For past two years I have ran Open Source Student Club at my University, but I have never contributed code to any open source project. I decided I want to change that and I find GSoC ideal opportunity do it.
I use Eclipse for developing Java and Python applications and I think that Eclipse Code Recommenders project can make developer life much easier and that project has great potential. I want to support your effort on creating this amazing tool for developers. I never have seen myself as a good GUI developer and I always prefer to create more “inside” tasks. I think my skills suit best for proposition called “Advanced Ranking Mechanisms for Multiple Code Recommenders”. Right now it's hard to me to find any convincing arguments to support my application, but I'm ready to answers your questions :)
