[rdf4j-dev] Transaction API in 5.0

Hello,

In using RDF4J and helping other people with it, some confusion has arisen from the transaction REST API as the POST method is overloaded with all actions one can do on a transaction. One of the more common questions I've seen about the API is why it does not mirror the non-transactional API, making it easier to understand the spec and simplify API wrappers.

I see that there was an old issue https://github.com/eclipse-rdf4j/rdf4j/issues/4492 and associated PR to do this exact mirror https://github.com/eclipse-rdf4j/rdf4j/pull/4519, but it was not merged as it seems there may have been some reservations about doing this.

Are there still reservations about changing the transaction API? Seeing as there's one last milestone before 5.0 is released, I was wondering if I updated this PR that there could be the possibility it could make it in 5.x?
