[rdf4j-dev] release review process simplified

I've just discovered that the Eclipse Foundation has fairly drastically simplified the release workflow. In the past we were required to go through a formal release review period for every minor or major release, which I had to apply for at the EMO and the Technology PMC. This has been slackened: as long as we have gone through at least one release or project review in the calendar year, we are not not obligated to do any further reviews for releases that year. Which considerably saves us (well, me, mostly :)) time and hassle and furious juggling of deadlines.

Since we already did a formal review this year (for release 3.1), we don't have to do a review for the 3.2 release. Please note that we do of course still have an obligation to get our IP log approved (which has now been done for 3.2), and that it is our responsibility to continuously ensure that log is up to date and complete.
