[rdf4j-dev] 3.0 release moved to August 22

So: I made a mistake in the release date. Due to the way release reviews work (they conclude on every first or third Wednesday of the month), I had planned to release on the third Thursday, the 15th, not realizing that Wednesday 14 is the _second_ Wednesday of August, not the third. Argh.

TL;DR 3.0 release date is moved to August 22. Sorry for the confusion.
