QVTo 3.8.0M3 has been successfully promoted and aggregated.

The final commits show some late insights I got while promoting OCL. 
Versions and now vYYYYMMDD-HHSS again and not necessarily 'now'. There 
is no equivalent of Buckminster's re-use if 
no-change-since-a-reference-repo. Rather Tycho has an ability to find 
the timestamp of the latest GIT commit that affects any transitive 
content subject to an exclusion list, which is effectively just pom.xml. 
The M3 dates may be a bit earlier than some of the early Tycho 
I/N-builds. Make sure you delete/uninstall them.

@Sergey; releng is all yours again.
