Yeah, I covered all the bases even though I'm only interested in the app. file attached to the bug:

The fortran file is attached to the bug.
c and new-style fortran 90 OpenACC code ( containing only ! comments ) work fine local and/or synchronized.

Esp. with remote/sync projects that's more reliable. That should be the default, and the include path isn't used for anything else that I can remember now.

The attached jpgs lay out the issue. I've copied (using GO) the include/ from the remote system to the local to satisfy the preferences' include paths for both the project and eclipse as shown in the first 2 jpgs. I always get the message
