Sorry, I didn't phrase my answer very well. Sync'ing is always done in both directions, and a sync is done:
1) prior to a remote build always 2) after a remote build if auto-sync is enabled 3) whenever there are changes to local files if auto-sync is enabled 4) whenever the user requests a sync from the context menu

So a refresh will trigger a sync if there are local changes, such as new files
created, and if automatic sync'ing is enabled.
