[ptp-dev] Commit rights for Dieter Krachtus have been expired

Greg Watson has expired the commit rights for Dieter Krachtus (dkrachtus). 
The reason for this change is:

Dieter is no longer active on the project, however his past contributions
were very much appreciated. Hopefully he will be able to contribute again
in the future. Thanks!
