[ptp-dev] Kepler M4 is available - Parallel package and PTP in repo

I think Greg has determined that some of the missing things are because the aggregation got some M3 and some M4 parts of PTP.
Whatever it is, we can fix it next time.

M4 is ready, well mirrored, and ready to install from .../releases/kepler. 

The EPP packages will be available soon (if they are not already) from 
http://www.eclipse.org/downloads/index-developer.php
