There was a public package that wasn't exported that should have been exported long ago, which we suddenly found out about when we went to use the package ourselves and found we couldn't even though we were supposed to be able to. As soon as it was exported, the API tooling started having a hissy. Since the API has been there for years it made more sense to me to but the @since tags at the original version that it appeared in rather than show it as brand spanking new. It also would have been really screwy to have a different @since value on each branch... this way it's the same everywhere.

This does not adversely affect anyone since these are additions and not breakages of existing APIs.
