I just did a "check for updates" in an installation with 4.0.4 and it did *not* see the update.
Yes the PTP update site is enabled.
I can see it on ~/downloads/tools/ptp/updates/helios when i ssh into dev.eclipse.org though.

The PTP 4.0.5 bug fix release is now available. 

If you have the PTP update site enabled, you should be able to use "Check For Updates" from the "Help" menu. The PTP downloads page (http://eclipse.org/ptp/downloads.php) also has links to the optional server components.
