The only reason I can see for this is that ptp.pldt.openmp.core and ptp.pldt.mpi.core have optional dependencies on photran. Presumably "optional" actually means "install all dependencies if you can, otherwise don't worry about it". I think the only way to resolve this would be to create separate plugins/features containing the photran dependent code, much the way we separate out remote tools and RSE remote services.
