[ptp-dev] Empty resource manager list/ArrayIndexOutOfBoundsException

I'm trying to test flow control and
I am having a problem with resource managers. My resource manager list
in my runtime Eclipse session is blank. When I attempt to add a resource
manager, the list of resource managers is blank and so I cannot select
anything from that list. I also get an ArrayIndexOutOfBoundsException with
value -1, pasted below.

It looks like there might be a problem
with the fServiceProviderList object that is references in RMServiceConfigurationWizard.handleProviderException()
since when I look at that in the debugger it appears that it might not
be initialized.

I got this error after extracting latest
code from Randy's branch today. I also saw the blank resource manager list
yesterday with the latest code from HEAD.
