So my understanding is that there is an existing RM that can be modified for the purpose of creating a scalability testing RM.

yes I think the java proxy would be well suited for this. At this point the proxy is still completely generic and not PBS specific at all. So it should be easy to create a test proxy.
Are you interested in the code? Do you want us to open a bug and attach it their or just send it by email?
BTW: Actually it is not "my" proxy. Most of the code at the moment is still your (Greg) code. And Dieter plans to do most of the work from our side on the proxy.
