Well, it was trying to exactly match "2.0.0.qualifier", but hopefully
it will work (finally) in this week's build...

The installer picks up the dependency automatically if it's a separate
feature -- similarly, it will automatically install CDT if the user
doesn't have it -- so I don't think this is really an issue.
Nevertheless, if you want to make it part of the Photran feature,
that's fine... but will Eclipse still recognize that the
"org.eclipse.rephraserengine" feature is installed, or will those
plug-ins instead be part of the "org.eclipse.photran" feature?  We
have two other refactoring tools that depend on the Rephraser Engine,
and they'll probably go public sometime later this year (2011 at the
latest)... I just want to make sure (1) they can co-exist with Photran
(2) but they will only require the Rephraser feature, not all of
Photran.
