Yes it checks them all out. checks out from the branch, not the tag.

I just think we haven't used the TAGS to build from in a long time.

hmmmm etfw.toolopts is there in the build.xml, so is mpi.analysis.cdt
I can see both in the log file, tagging all the contents of at least these two projects. (and debug.sdm.comre
and i can see the tags from eclipse (team>show history) on the files in e.g. etfw.toolopts (looked at the manifest.mf) -- and others too

So, just spot-checking, i see the tags for these.

releng/org.eclipse.ptp.linux.x86_64
debug/org.eclipse.ptp.debug.sdm.core  (src is present, but nothing else)
tools/etfw/org.eclipse.ptp.etfw.toolopts
tools/org.eclipse.ptp.pldt.mpi.analysis.cdt

Doesn't your build for release process work on a fresh checkout?  Seems 
like an important step.
