[ptp-dev] Development setup for Helios / PTP 4.0

I have set up a basic environment setup wiki page for PTP 4.0 (on Helios) at
http://wiki.eclipse.org/PTP/environment_setup_40

I also made a ptp_project_sets file for the 3.0 branch as well (cloned from head, indicating the ptp_3_0 branch) , and updated the (now older) 3.0 setup instructions to point to it.
They both (head the 3_0) seem to check out files ok.

So HEAD is now for Eclipse 3.6/Helios development

We're off and running to Helios! :-)
