The Rephraser Engine is a support package; it doesn't really have any 
useful behavior by itself.  At the moment, it is only used by Photran. 
At UIUC, we are working on some other refactoring tools that also use 
it, but they haven't been publicly released (hopefully they will be in a 
few months, but not yet).
