There shouldnt be errors in head. It sounds like Wyatt didn't update the project set files, but you can manually check out the etfw plugins if you want them. Let me know what other errors you are seeing.

What precisely is the state of CVS HEAD?  Should I bother trying to
check out from there?  When I do, I get an error which stops the
checkout:

The server reported an error while perfroming the "cvs expand-
modules" command.
: cvs version: cannot find module 'org.eclipse.ptp/tools/perf/
org.eclipse.ptp.etfw' - ignored

Plus, there are about 100 errors in the workspace, in the following
plugins:

org.eclipse.ptp.debug.core
org.eclipse.ptp.debug.sdm.core
org.eclipse.ptp.debug.sdm.ui
org.eclipse.ptp.debug.ui
org.eclipse.ptp.launch
org.eclipse.ptp.proxy.protocol
org.eclipse.ptp.remote.remotetools.core
org.eclipse.ptp.remote.remotetools.ui

I take it HEAD is not yet stable?

I'm starting a build for the changes from name 'perf' to 'etfw'
That is, org.eclipse.ptp.perf.* to org.eclipse.ptp.etfw.*
