OK, I might be getting in over my head.  I think the problem is that the 
dependency between the features is

Rephraser <- Photran <- Intel, XLF

I just moved the Rephraser feature to the top of photran.map, so the 
features are listed in that order, and I also recomputed the 
dependencies in the feature.xml files.  Do you think that will take care 
of it?  Or is there someplace else where we specify what order to build 
everything?

If that's all I need to do, please give the build another shot...
