[ptp-dev] PE/LoadLeveler packaging problems in 2.1.1 3/4 build

I ran into problems running the BUILD script to build the PE and
LoadLeveler plugins in last night's build. The configure.in scripts for
both still had 2.1.0 in the AC_INIT statement, which resulten in configure
errors since those plugins could not find the utils directory. Also, the
top level directory for the LoadLeveler plugin still has 2.1.0 in it's
name, which also caused problems with the BUILD script. I fixed those
problems on my system and tested the PE plugin, which looks like it runs
ok.
I committed changes to the configure.in scripts for the PE and LoadLeveler
plugins. I'm not sure what else has to be updated, and was reluctant to
update the configure scripts since I didn't know if anything depends on
specific levels of autoconf, where I would cause problems by using the
wrong version.
Once the packaging changes are finished, I think these plugins are ready.
