[ptp-dev] 10/24 and 10/26 builds are missing PLDT wizard functions

The new project wizards for MPI and OpenMP are missing in the 10/24 and 10/26 builds.
It's very strange. I can see the jar file for the pldt.wizards plugin, its contents look right.
Nothing in .log file, no errors, just no wizards under 'executable' in new C project wizard.
