PTP is only limited by resource managers on the platform.
1. You can already use PTP locally in eclipse e.g. in Windows, communicating with a remote resource manager on a variety of platforms. PTP 2.1 will increase the functionality of remote communications.
2. For local use you need a parallel system (e.g. MPI) for Windows. While I do know that MPICH2 is available for Windows,
I believe that some of the function works on MPICH2 (runtime as opposed to debugger, i think) but I haven't used it myself.
It would be great for you to contribute more support for Windows! The PTP wiki has some design info at http://wiki.eclipse.org/PTP and I'm sure Greg and others can answer more detailed questions.
3. PTP is not dependent on Linux. It is dependent on a resource manager with a parallel runtime system. Mac and Linux are available implementations for OpenMPI, and that is our reference implementation.
IBM has contributed resource manager code for Parallel Environment and LoadLeveler. Others are working on other resource managers, such as your work on SLURM, right?

   I have seen that the ptp core are dependent to the linux platform. Why
donnot consider the requirement -- deploy PTP on windows platform? And If I
