[ptp-dev] RDT build and launch instructions on the Wiki

I worked with Chris to build RDT from CVS today, and worked up instructions on how to deploy it on a remote machine
and set up a remote project in CDT using RDT.

Some bits of it are tedious right now and more will be automated soon.
I'll add to this later but it's a good start at least for now.
