[ptp-dev] proxy build in HEAD

I've updated the build process for the proxies & debugger in HEAD to  
use the new scheme from version 1.1. You should replace (not just  
update) the following projects and fragments from CVS and re-run the  
BUILD script in the appropriate fragment for your os/arch.

org.eclipse.ptp.mpich2.proxy
org.eclipse.ptp.proxy
org.eclipse.ptp.utils
org.eclipse.ptp.debug.sdm
org.eclipse.ptp.linux.x86
org.eclipse.ptp.linux.x86_64
org.eclipse.ptp.linux.ppc
org.eclipse.ptp.macosx.x86
org.eclipse.ptp.macosx.ppc
