[ptp-dev] Move to Eclipse 3.2/CDT 3.1

Hi,

As we start to add more advanced functionality, it's becoming  
increasingly clear we need to move to the new version of Eclipse. In  
particular, Craig, Clement and Tianchao are now all using features  
that are only available in 3.2. Unless anyone has any objections, I'd  
like to change the build environment from Eclipse/CDT 3.1/3.0 to  
3.2/3.1 for HEAD. The 1.0 branch will remain unchanged.
