[ptp-dev] updated web page

Hey all,

I've updated the main web page so that the Plans link now points to  
the wiki. I've also added a planning page to the wiki that includes  
the old 1.0 plan and new plans for the 1.1 and 2.0 release. I've only  
just started updated these, but feel free to add more information to  
the plans. The link is http://wiki.eclipse.org/index.php/PTP/planning  
in case you want to go directly there...
