[ptp-dev] Fixes to the ORTE problem we'd been seeing

So after a long talk today with some of the OMPI developers and Greg we
came up with a solution to fix our orte_server so that when it spawns
the orte daemon it won't error out if that directory is left around.
The OMPI developers are also going to change a later version of their
tree to help with this, but in the short term I have just finished
implementing, testing, and committing a fix to orte_server so that it
will get around this bug.
Hopefully we've just put to bed that nasty error -12 or "Unreachable"
bug we've been seeing come up if we leave around a stale orted or
/tmp/openmpi* directory, or whatever it's called.
This was committed to RC4 and I'll roll binaries with this after I look
at one other unrelated bug.
