[ptp-dev] Simulation Preferences

I've committed a preference page for the simulated runtime systems.  
It's not yet USED by the simulated runtime systems but it's all UI work 
that allows the user to select what they're interested in simulating.  
There's an annoying packing problem with one of the fields that I 
haven't yet fixed but it functions fine.  I'll tie this into the 
simulator on Monday.
