Framework (polarsys.polarsys.esf) was started by Yupanqui Munoz with this
criteria:

Ported ESF to current Papyrus architecture framework and improved usability
(notably the ability to apply safety analysis of an existing model without
necessity to copy model elements). He's applying ESF safety in the context of
Papyrus for Robotics
