Hello Felix;

Great question!  

In the case of a simple "service" release for third party content already
approved for an Eclipse project, the project does not need to file an
additional CQ to use the revised service release version.  That said, many of
our projects are not aware of this and we need to get this good word out. We
hope to go into more detail concerning this change at EclipseCon France in
June.

That said, many of our projects prefer to keep impeccable IP records and enter
CQs for all revisions of third party content.  That is acceptable as well and
has been the historical approach.
