I found the problem for the UITestSuite launch configuration. The UI
Test Suite.launch file contains the following line: <stringAttribute key="org.eclipse.jdt.launching.JRE_CONTAINER"
value="org.eclipse.jdt.launching.JRE_CONTAINER/org.eclipse.jdt.internal.debug.ui.launcher.StandardVMType/JavaSE-1.6"/>
I updated the value from 1.6 to 1.8 and now I can launch the suite.

Basically the org.eclipse.ui.tests plugin has additional
dependencies to the org.eclipse.test.performance plugin from the
eclipse.platform.releng repository and to
org.eclipse.core.tests.harness from the
eclipse.platform.runtime. When you add these and mockito +
hamcrest from the Orbit update sites to the
workspace/target-platform the test should run properly.
