Agreed. In fact I had a former colleague who loved NetBeans so much he figured out a way to build his Eclipse plug-in with it :).

We need to be careful not to over generalize. If you have problems understanding why context menus come and go it could be because the context is poorly defined. Or maybe the menu items aren't really tied to a context so shouldn't be in a context menu to begin with.

With our stuff, I think the contexts and menus are more obvious, so I'm not worried about that. But you really need to look at it on a case by case basis.

NetBeans has a very contextual context-menu, with different entries at every level, and it seems to get more love from beginners (and more).
