Notes on this cycle:

HEAD is open for 3.7 development as of now.  But we need to hold off
on build submissions until we get the all clear.

We will create the maintenance branches for R3_6_maintenance in 2
weeks, just in time for the first maintenance build.  Until then, no
3.6.1 submission into CVS, please.
