But for future reference, Any time you
are "stuck" due to infrastructure issues, I'd recommend opening
a blocking bug. 
I find "Servers" to be a good
"catch all", if you don't know where else an infrastructure bug
should go.

If bugzilla itself is down, an email
to 'webmaster@xxxxxxxxxxx' is appropriate.

In either case, (bug or note) if it
is a "business critical problem", be sure to CC me, and Dani,
and explain in some non-confidential terms if or why it is "business
critical", since as Strategic Members of Eclipse, Dani and I have
been given "the keys to the bat signal" :) ... that is, have
some other channels of communication we can use for such issues. [Its unlikely
www.eclipse.org
being down on Sunday night would be business critical ... but ... if we
had a release on Monday morning then it might be! Plus, I think the webmaster
is automatically paged, when some critical services stop responding. 

I should mention, even if it is "just
you" according to URL above, that doesn't lesson the problem, that
just means its more complicated and more likely to by a problem on "your"
end ... and in my experience, even harder to figure out who to contact.

FWIW, there's been many "infrastructure
issues" Sunday night (such as https://bugs.eclipse.org/bugs/show_bug.cgi?id=439975)
and given differences in time zones, it's usually 9 AM Eastern time before
they start to be sorted out. 

Hope this wordy detail helps for future
when you have the question "Who should we report the issue?".
