[platform-releng-dev] RC4 rebuild scheduled for 12:15 Eastern.

The build should be complete around 2:30
or 3:00 (Eastern) and would like to wait until Unit tests are done before
formally declaring it, but will also expect to see verification of

and a comment in our "sign-off bug" (Bug 436648
- Declare Luna RC4 ) I assume this
afternoon. 

I think we also still need formal sign-off
from Platform UI? 

Since the unit tests won't finish until
9 PM or midnight, if everyone else as signed off and verified this afternoon,
I'll go ahead and declare as long as nothing looks "new" in JUnit
results.

One late bug was found that we are reviewing a fix for.  I will post

In case you are curious, this is a regression from Kepler and it was introduced
in M1.
